Power on Issue

I just received and assembled the bike. The display indicates the battery is nearly fully charged. However, when I unplug the charger the power goes off and will not come on. Even though the indicator shows the battery at near 100% both lights on the charger are still red. It states that when fully charged one of the lights will turn green. Even if the battery is less than 70% should it not at least power on?
